A freeze on rates increases in 2020 won't be extended into the 2021/22 budget, with the Mandurah council considering a 1.8 per cent rise.
The proposed rate is likely to be approved to go out for public feedback at a special council meeting on Tuesday, May 11.
The impact of COVID-19 on Mandurah's economy lead to the council decreasing business rates by 5% and putting a hold on residential rates last year.
But "due to increases to the City's costs through inflation, rising utility costs and operations", according to the officer's report, a hike will be necessary this year.
The rise, if endorsed at June's Ordinary Council meeting, will equate to an additional $28.80 for the average residential ratepayer.
Income from rates makes up approximately 70% of the City's operating revenue.
Instead of a flat rate across the board, Mandurah properties are rated differently depending on the characteristics and/or uses of the land, with the gross rental value (GRV) determining the rates levied for each rateable property.
Unimproved land attracts a higher rate in the dollar to "promote the development of all properties to their full potential," according to the City.
The proposed rates in the dollar for 2021-22 will be set at:
- Residential Improved - $0.09767
- Residential Vacant - $0.16593
- Business Improved - $0.09460
- Business Vacant - $0.16858
- Urban Development - $0.13294
The City also sets a minimum rate amount to ensure all ratepayers contribute towards local government services and programs.
The proposed minimum rates for 2021/22 will be set at:
- Residential Improved - $1,128
- Residential Vacant - $934
- Business Improved - $1,128
- Business Vacant - $1,128
- Urban Development - $1,128
