Council chose not to approve the application on the grounds that it made “no provision for community facilities”.
The land, previously used as a land sales office and a café with parking, was earmarked by Cedar Woods to create five residential lots, parking for seven vehicles and pedestrian access to the jetty.
After a ruling by the State Administrative Tribunal, Cedar Woods presented a modified Outline Development Plan to the joint committee on Tuesday.
But the committee chose to defer to a full Council meeting the modified ODP, which proposes ceding 980sqm of land and reducing the number of residential lots from five to four.
Councillor Fred Riebeling called the modified ODP “an abuse”.
“I think many people in this area are annoyed and quite rightly so,” he said.
Councillor Don Pember proposed to defer the recommendation to approve the modified ODP to a full Council, where Cr Riebeling said he hoped it would be rejected.
