It has been 20 years since police officers Gary Silk and Rodney Miller were gunned down on a Melbourne street but their families are still enduring a legal fight by one of the killers.
Sergeant Silk, 35, and Senior Constable Miller, 34, were shot dead on August 16, 1998, in a case that shocked the nation.
They had been investigating a series of armed robberies in Melbourne's southeast at the time and two men were subsequently jailed for their murders.
But one of the convicted, Jason Roberts, insists he was at home with his girlfriend on the night of the killings and is having points of his case reviewed by a court.
"Twenty years of factually-based evidence needs to mean something throughout the judicial process and we still have faith justice will prevail ... again," Peter Silk told reporters on the sidelines of a memorial service for his brother on Thursday.
"It's pretty hard not to think of them every day with what's going on at the moment. That could go on for maybe another six or 12 months and then hopefully it is finally put to bed."
Roberts' judicial review comes after he twice wrote to Attorney-General Martin Pakula for a petition of mercy, claiming he only helped conceal evidence in the case.
Former Supreme Court judge Bernard Teague examined the petition and found the claim might have merit. It will now be further reviewed.
"When you kill a copper you attack the very institution of law and order," said Mr Silk, who married his brother's widow.
"It is an attack on society itself."
Premier Daniel Andrews told reporters "Mr Roberts is going nowhere" until the legal process was finished.
Jimmy Miller, 20, who never met his dad, spoke at Thursday's gathering in St Kilda of two "outstanding coppers".
"Today is not about the evil act that ended the lives of two great men, Rodney and Gary, it is about remembering how they lived their lives," he said.
"It is a bit of a shame that after 20 years a case can't really be put to rest and everyone move on but it will be alright."
More than 100 people, including a swarm of uniformed officers, attended.
"We remember ... who they are and what they did and not how they died," Superintendent Philip Green told the crowd.
The annual Silk-Miller Cup, an Australian Rules football clash between St Kilda and Prahran police officers, will be played at Etihad Stadium on Saturday.
