Council rates set to rise in coming year

The debate in council chambers revolved around approving a 2.4 or a 2.9 per cent increase in the next budget.

The arguments by supporters of both sides included the risk of economic downturn, citizens making it tough, the value of the town’s assets and the prevision of a significant increase in Mandurah’s population in the near future.

The voting process ended with a close 7 to 5 in favour of the 2.4 increase, which will be available for public comment until July 22.

The rate increase goes hand in hand with Federal Treasury forecast CPI inflation for 2015 and 2016, predicted to be between 2 and 2.4 per cent.

Rates provide roughly 70 per cent of the City’s operating revenue and go towards services, infrastructure and several other benefits such as employment opportunities.

Deputy Mayor Darren Lee said he wished the City didn’t have to increase its rates but he said they were doing very well compared to other local councils managing their assets, currently valued at $1 billion.

Mandurah is Western Australia’s largest regional city, with a rapid population growth of 3.7 per cent, meaning more people demand on the City’s services.

Cr Schumacher pushed for a 2.9 per cent increase, saying council rates were about balance, but finding the right balance and the difference in income by increasing the rates 0.5 per cent could assist in the repairs and improvements of many of the City’s assets.

Despite the increase in rates, some ratepayers could pay less due to the City’s property revaluation process, that takes place every three years.

Once the period for public comment ends, the submissions will be included in a report and handed to council, who will then vote on the rates again before they are adopted in the next budget.
