HALLS Head Central is set for a $30million upgrade should Mandurah city councillors endorse the approval at Tuesday night's special council meeting.
Under the proposal, the existing shopping centre would be extended with an additional floor area of approximately 10,000sqm to include a 6000sqm discount department store, two ‘mini major’ tenancies of 1500sqm and 1000sqm respectively, additional speciality shop/café tenancies of approximately 3000sqm, an internal mall extension, an external plaza/alfresco area and playground space adjacent to the ‘main street’, refurbishment of existing entry and canopy, additional car parking and associated servicing and landscaping.
The approval would not be without conflict given a second stage proposal was knocked back by then-city councillors in 2006.
In a backflip, approval was later granted after mediation in late 2007, but no works were undertaken.
In a report entered to councillors for Tuesday's meeting, nearby business owners who previously opposed a stage two development have indicated they are satisfied with the current proposed design.
Under the proposal, a number of surrounding roads would be modified/upgraded to cater for the extra demand with the intersection of Old Coast Road/Peelwood Parade to include double right hand turning lanes from Old Coast Road to Peelwood Parade and modification of the left turn slip lane from Old Coast Road to Peelwood Parade for give way control.
Part of the proposed development also includes the construction of an internal access road terminating at a roundabout at the intersection with Glencoe Parade.
According to a report, a development of the shopping centre, in operation since 2002, would represent a significant investment in the southern corridor of Mandurah.
A final decision on the approval is expected at tomorrow night's special council meeting.
